How create a file link/shortcut to an UNC path by program?

Issue:
a installation helper program should place a shortcut to the desktop of all 
users pointing to a application on an applicationserver by a UNC path.

How do I do programmatically create such a link from within .NET?
(If possible i whant to avoid using classical Windows API! )
