I'm getting this error: "Setup has detected that a prerequisite is missing.
To use Visual Studio 2005 extensions for .NET Framework 3.0 (WCF & WPF),
November 2006 CTP you must have the .NET Framework 3.0 runtime installed.
Please install the .NET Framework 3.0 runtime and restart setup."

I have .NET 3.0 installed. If I try to run the 3.0 Redistributable again, it
tells me I have a newer version installed.

I am not sure which version of 3.0 the WPF/WCF bits use, so it is possible 
that that CTP does not work with the latest 3.0 bits. Unfortunately, MS has 
rolled this new functionality into VS 2008, so it is unlikely you will see a 
RTM version any time soon.
